The Parliamentary Centre’s regional office for Africa is based in Accra, Ghana and has been named the Africa Poverty Reduction Office (APRO), because of the Centre's big focus on addressing poverty related issues, in particular how they relate to the budget process. Meant to serve as both a field office and a resource centre, the APRO was officially opened in April, 2004. Its strategic location in the heart of West Africa allows the Parliamentary Centre to extend its reach to African parliaments in the region and across the continent.
The APRN is partly housed within APRO, but most of its activities take place in the Parliamentary Centre's newly inaugurated Training and Resource Unit. This is also where the APRN Learning Centre is located as of March 2008. This centre has been established with funding from the Austrian Development Agency (ADA).
Located close to the Parliament of Ghana, the Learning Centre not only serves as a training facility. It is also a drop-in resource centre for MPs, parliamentary staff, academics and researchers, where they can come in for technical expertise in terms of developing and delivering training programs, developing training modules and other training materials. With the addition of a documentation centre, the Learning Centre is also useful to academics and researchers conducting research on poverty reduction and governance issues. The Learning Centre is equipped with a growing library of teaching and learning materials, several computers with internet access, and can accommodate approximately 25 people at the time.
